Lately I can’t start my pc with my gpu plugged in. The monitor displays nothing. If I look under device manager is shows this. I did reinstall my drivers. Any suggestions this is highly annoying...
maybe check in your BIOS that it doesn't somehow default to your on-board, which is why I suggested plugging it into your on-board while it is running and you see nothing
not sure why it would as you say "lately", assuming then it worked fine previously

You could also try:
Uninstall the GFX drivers... properly:
It is hard to remove those bad, unnecessary or failed drivers from Windows 10. This post will show you details of how to completely uninstall drivers.

Then install a newly downloaded driver.
If that don't work...
Go into the bios and write down your SATA/RAID settings... then reset the BIOS, and return the SATA settings to what it was... and see what Windows does.
Are you leaving something plugged into it or have you added other hardware recently?
Back in the day DMA and IRQ channels could be changed if you needed more capability, so as per above reset bios, or disable unnecessary stuff in the BIOS, COM ports etc to free up what might be taking up what you need.
