The Vega7000 is designed as a countertop EDC terminal with integrated magnetic stripe card reader, smart card reader and Secure Access Modules (SAMs) to support a variety of applications. I could be wrong but I think you need some license or permit to have these

I'm pretty sure you don't need a license. It is a standard piece of hardware.
You need to have a license and agreements with banks if you actually want to take money from people.

This machine is "freshly formatted" and goes through a standard boot process, you can program it to do anything, it doesn't have to have anything to do with credit / bank cards.
