Car license renewal, owner out of country

Hi guys, so I'm wondering if there are a few gurus around who are aware of the due process in regards to car license renewal when the owner on the vehicle is in another country. I generally never run into problems when I need to renew a car license, but this is a unique situation.

I have to renew my sister's car license (as I am the primary driver on it), but she is currently not in South Africa. In order to do this, apparently she should have received mail regarding the renewal, and from there I would simply take that to the licensing department and pay the amount, but since there is no postal notification, I need certified copies of her ID, as well as a letter of authority to do this (from what I understand anyway).

Is there a way I can request the postal notification from either the post office or the licensing department? If so, I presume I would still need those two items of documentation (a certified copy of ID and the letter of authority).

Now here is where the conundrum comes through, she has her physical ID with her in England, how do I go about getting a certified copy here? Does she copy and certify it there and post it to me? Would that be valid here? Can she just email me a copy and I get it certified here? If so, how do I go about proving that I am not simply attempting to fraud her identity? Does the letter of authority need to be certified? If so, a similar conundrum occurs, how do I get it certified by the Commissioner of Oaths if she is absent? I'm almost certain a lot of questions would be raised. At least I have all the original documentation of the vehicle.

I have a theory that it may be easier for her to work through the bank financing the car to get these documents to me in order to finish the renewal. Does anyone know if that may be possible? The bank is aware that I am the primary driver from what I understand (albeit not too happy about it - but we pay anyway).

On a completely different tone, does anyone know if these guys are valid: http://www.licenceza.co.za/ ? It may simply be easier for her to do it through them, but I feel that may be sketchy. I dont easily trust people with certified proof of identification and letters of authority.
 
FNB app does renewals afaik. And City of Cape Town has an online portal where you can do a renewal process and they post the new disk to you.
Which bank is she with, and in which municipality are you?
 
She is with ABSA, and the municipality is Johannesburg (specifically, I'm in Roodepoort)
 
If you renew it at the post office, you only need a copy of her ID,copy of your ID and your proof of address . Does not have to be certified.
