I'm pretty sure they also give some weight to "market share" or value/sentiment.
My take is if you are going to use that site, look at the metrics that you deem useful - single core/multi-core performance, and ignore the rest. Best is to not use them.

UBM being biased towards Intel, and acting downright dodgy about it, is nothing new unfortunately.

In terms of your upgrade, what are you looking to upgrade? Just CPU and mobo? Or other parts as well?
