Advice needed on which upgrade route to take!

Hi there, this is going to be a long post so please bare with me xD

I’ve been wanting to upgrade my rig/get a new one for quite some time now. I’ve been saving up the cash and I’m finally ready. Problem is, there’s multiple routes I could take and I need your advice on what would be the best option.

Background:

I’m into FPS Gaming at a competitive level. I currently stream everyday to Facebook gaming, with a growing followage. So streaming is a huge deciding factor in my upgrade. I have a budget of aboutR27/R28k. This is my current setup:

CPU: i5 8600
Mobo: B450 Gaming Plus
GPU: MSI 1060 OC 6GB
RAM: 16GB ( 3 DIMMS, 1x 8GB hyperX Fury, 2x4GB Corsair [long story])
Antec Kuhler AIO
LG 144Hz 1080p monitor

So, with the current launch of the new RTX 30 Series, it’s become a lot more difficult for me to decide what is a better Route for my gaming experience, as well as my stream. I’m going to list a few options I have come up with and if you feel there’s better options, I would love to hear them!

Option 1:
Gigabyte RTX 3080 Eagle R17599
Ryzen 9 3900 + TUF B450-Pro + Vengeance LPX 3200 1x16GB R9990 (Evetech)

Option 2:
RTX 2080ti ROG strix R15k
1440p monitor R5-6k
i7-9700k R5499
Better Ram or more storage

Option 3:
RTX 3080 Eagle R17599
1440p monitor
Keep all other specs the same

I’m really stuck as to what would be the bestand most efficient route for my money to be well spent. The 1440p monitor isn’t as important as the other upgrades, I know I’ll get there eventually. And I want to try keep my current rig’s parts to overtime build a second PC as one dedicated to streaming.

Unless you're shopping on Carb you're not gonna get a nice 1440P for 5-6K. So option one I guess?
 
What PSU do you have for option 1?

I could help but the first word of advice I'd give you is, don't buy from Evetech.

Upgrading to Ryzen now might not be the best decision seeing as the Zen3 (Ryzen 4000) announcement is 2 weeks away (08 October 2020).
