5700XT Microstuttering and mouse lag in windows, need some advice troubleshooting

Disable anti lag and enhanced sync, in fact most of the settings in the adrenaline software.

I only have fressync on.

I am using an R9 290x.

Also disable windows real-time virus checking.

That always turns itself on automatically so turn it off when you can.

If you note in my first post, at one point I installed the AMD drivers only without the entire adrenalin suite, ie there is no trace of the AMD software other than the literal drivers required by the OS, and still had the same issue.

This actually kind of makes sense. My NVME is PCI-E4 (and running at that, won't downscale it as then I'd be missing out on the performance).
The GPU does -not- need to be on PCI-E4 though, so changing that might help.

That would point to a bandwidth limitation on the board though, as the X570 should run both on PCI-E4. @Thanatos33 is also running a 5700xt and a PCI-E4 ssd and has no issues.
Yes dink dis mar n pci limitation issue, try dit maar indien dit nie werk nie dan soek ons almal maar saam vir ander probleem

maybe something else to put on your to do list .... windows 10 now by default forces your gaming into borderless ... right click on your executable and choose compatibility and check "disable full screen optimisations" ...

I'm so glad I came across this thread. I have a similar issue I'm trying to fight after a fresh install of Windows. It only seems to happen in game.

When I play COD Warzone, after the 3rd of 4th game I get micro-stuttering, like every 5 seconds or so. I've pushed up my fan-curve to 90% and now I've also undervolted to see if it is not a heating issue. To add to this fuckery, COD doesn't start games if you have GPU-Z or other monitoring software open. Probably measures in place for hacking.
My only issue is, I need to play a few hours of games before I start seeing the issue, so problem finding takes forever. I intially thought it could be a RAM issue...

i5-9400F
Gigabyte Z370N ITX (latest BIOS installed)
16GB RAM
AsRock RX5700
144hz (FreeSync Off)

Going to try some of your suggestions after doing the driver installs first, but just wanted to let you know, you are not alone my friend!

Issue solved.

Changing the PCI-E Port on the board from gen 4 to gen 3 worked perfectly.

Did an update of the bios, tested again, put it back on gen 4 and instantly the microstutter is back.

Gonna do another clean install of Windows 10 2004 and will report back.

Thank you to every one for their suggestions and in particular to @Nerozki @AffectFPS for their suggestion.

But. what if your mobo doesn't support Gen 4. There is no BIOS setting to change :(

I'm really glad that your PC is working 100% now. I know the feeling of changing over from NVIDIA and wondering if you made a poor choice.

From my experience RDNA has a weird time at 1080p. For some reason getting good RAM and OCing it really helped my frame stability. Reviewers never seem to have these sorts of issues and one aspect often neglected by the average consumer is owning 3600MHz C16 or better RAM. When I sold my 1080p 240Hz Hayabusa and got my 1440p screen I dropped next to no FPS on games like SOtTR and Metro Exodus whilst my frame stability improved substantially. By that point I already owned my RAM and an i7 9700K stable at 4.8GHz all core.
