Soon after getting this PC I got hold of a 144Hz screen. Looking at building something more suited to the new monitor.

Your GPU is the only part really holding you back there, if you on a tight budget, then you can really save money by just upgrading your GPU and PSU (400W is too little for more powerful GPUs).
If it's a 1080p/144Hz monitor then a GTX 1070 or better would do, if it's 1440p/144Hz then a GTX 1080 or better.

PS. You didn't state what speed your RAM is, but since you got a 4790K and Z87 motherboard, you'd really benefit by upgrading to 2400MHz if it isn't already.

Yeah definitely.

I run a B85 ITX
16G Ram
4790
GTX 1070
SSD
600 W Power Supply

And I see well over 100FPS @ 1080 on any game I throw at it.

The 4th gen i7 builds are still very capable and not much slower than an 8th gen like for like.

Keep it man. Sell 1060 and PSU and spend R4k to R5k on upgrading and you will be smiling again.
