It's how OEM's purchase large amounts of cpu's to save on logistics and packaging cost. Cpu's are shipped in a "tray" similar to how you would buy a dozen of muffins and has no accessories,box or cooler. So if you buy one of these you will most likely be getting a cpu in a cpu shell and nothing else.
