The developers required here need to be VERY senior, 7+ years experience with native development.

Proficiencies (note not all are required)
• Full stack developer with exceptional technical background (full stack is non-negotiable)
• Mobile-first design
• Unix Linux/Bash scripting
• Knowledge & understanding in Python Django / DJango REST / Angular & ionic framework
• RESTful Web Services
• Java / Swift / Objective-C / Apache Cordova / Adobe PhoneGap
• IOS / Android
• WordPress & Implementation of WordPress themes from wire-frames
• HTML, CSS, JavaScript
• Development of charts and diagrams and interactive visualisations using D3.js / Embeddable charts
• Postgress / SQlite
• Highly productive
• Git Source Repository

I'm always wary of these postings.

Assuming 2 devs, each billing for 100 hours per month, they'd burn through R1.56 million over the course of a year.

If you're spending that much money, wouldn't you want to take more time to attract top quality talent?

My skillset fits the posting, but the rush puts me off.

Sub-par talent will be weeded out through interview/assessment process; submission of your CV does not mean you're getting the job... The "rush" is to find talent in order to START the project ASAP because of goals, projected deadlines etc... Par for the course really.
