I have my 9700k set at 50x100Mhz all core OC with a -0.08v offset. That's all I've done.
When I run a synthetic stress test, I get this:

This is a 3 minute graph. I've left it running for half an hour and it doesn't change.
The wiggly line is package temp, oscillating between 61 and 78deg - why is it doing that??
There's throttling of any kind happening - yellow line is CPU usage, pale blue is number of cores in use, dark blue CPU voltage (1.306 ~ 1.352v), orange is frequency.

PSU: Antec EAG750 EarthWatts Gold Pro
Motherboard: Asus Maximus Hero X
Cooling: Corsair H100i Pro
 
Fans spinning up and down?
Didn't even think of that to be honest.
Not the issue though. I locked all my fans and the AIO pump at 100% and changed the graph to monitor individual core temps. Same result.

Run the tests again and just monitor voltage closely - on a graph like this I am not sure how closely the voltage changes can be tracked with all the various scales being used.

The temperatures seem uniform in change - almost like a sine wave and we know basically heat on a cpu is generated via voltage applied to it. My guess would be something is happening ito voltage being applied to the cpu
 
It appears that the program you're using is cycling through different types of load. 100% load isn't 100% load (that's why an AVX load increases temperatures far beyond normal usage).

Looks like a throttle of some sorts bud.
